How Policy and Politics in Washington Are Impacting Contractors

James Young, Senior Director, Congressional Relations, HR, Labor and Safety – Associated General Contractors

This session will provide an inside look at Congress, the White House, and the regulatory agencies, and will analyze how decisions made in Washington, D.C. impact the rest of the country. James Young of the Associated General Contractors of America will look at the construction policy agenda in Congress and the Biden Administration and discuss how the latest proposals, regulations, and laws on taxes, infrastructure, labor, environmental regulation, and more will impact the industry in 2023 and beyond. A specific emphasis will be provided how labor and workforce policy is driving decisions on federal infrastructure investment.

The Real Cost of Safety

You’re invited to a candid discussion with Mr. Richard McElhaney as he talks about the effects of traumatic injuries not only on the employee but on the family, coworkers, and the company.  Mr. McElhaney will also speak about six accident reduction techniques that had the greatest impact over his 30-year career in the health and safety field.  He will also reveal what the real costs are of being safe.  He will revisit the importance of the Job Safety Analysis (JSA) as a preplanning tool.  “JSA’s have been around for many years, but they have become complacent on many projects globally.”  Mr. McElhaney will review in detail an injury that occurred on one of his projects and how the use of JSA’s would have prevented the injury and how the JSA process turned things around.

Anirban Basu is the Chairman & CEO of Sage Policy Group, Inc., an economic and policy consulting firm headquartered in Baltimore, Maryland with an office in Orlando, Florida.  The firm provides strategic analytical services to energy suppliers, law firms, medical systems, government agencies, and real estate developers among others.

Anirban Basu is the Chairman & CEO of Sage Policy Group, Inc., an economic and policy consulting firm headquartered in Baltimore, Maryland with an office in Orlando, Florida.  The firm provides strategic analytical services to energy suppliers, law firms, medical systems, government agencies, and real estate developers among others. 

In 2014, Maryland Governor Larry Hogan appointed him Chair of the Maryland Economic Development Commission (2014-2021).  He serves as Chairman of the Baltimore County Economic Advisory Committee.  He is also the Chief Economist to Associated Builders and Contractors, the Chief Economist of the Maryland Bankers Association, and Chief Economic Advisor to the Construction Financial Management Association.  He serves or has served similar functions for Visit Baltimore, Maryland Realtors, and Marcum, LLP.  

He has lectured at Johns Hopkins University, most recently in Global Strategy, and has also taught international economics, urban economics, micro- and macroeconomics at Hopkins. His radio show can be heard weekdays on 88.1FM, WYPR, Baltimore.   

In both 2007 and 2016, the Daily Record newspaper selected Mr. Basu as one of Maryland’s 50 most influential people. The Baltimore Business Journal named him one of the region’s 20 most powerful business leaders in 2010.

Dr. Basu has been on many boards over time, including First Mariner Bank, the Baltimore City Public School System, Port Discovery, the Baltimore School for the Arts, and Union Memorial Hospital.  He is currently on the boards of the University of Maryland School of Law, St. Mary’s College, the University of Maryland Medical Center, the University System of Maryland Foundation, the Center for Emerging Media, the Lyric Opera House and the Archdiocese of Baltimore School System.

Dr. Basu earned his B.S. in Foreign Service at Georgetown University.  He earned his Master’s in Public Policy from Harvard University’s John F. Kennedy School of Government, and his Master’s in Economics from the University of Maryland, College Park.  His Juris Doctor was earned at the University of Maryland School of Law.  His doctoral work was completed at UMBC with a concentration in health economics.

Roger Gingerich specializes in helping clients grow and develop their businesses through creative business and tax planning solutions. As an advisor, he assists clients in developing internal accounting procedures to streamline the recordkeeping process while ensuring the integrity of the information. In addition to leading the region’s Real Estate and Construction groups, Roger also has experience in the valuation of privately held businesses and business interests. In this role, he assists business owners, entrepreneurs, and investors in buying and selling businesses, including deal structuring, performing due diligence at the tax and financial level, and advising on financing alternatives.

Richard McElhaney

Rich McElhaney has been in the Health and Safety Management field for over 30 years. He has provided safety consulting services for many companies on a global scale. Mr. McElhaney has presented and worked in Australia, Canada, China, Costa Rica, Panama, and Africa.

Richard McElhaney

Rich McElhaney has been in the Health and Safety Management field for over 30 years. He has provided safety consulting services for many companies on a global scale. Mr. McElhaney has presented and worked in Australia, Canada, China, Costa Rica, Panama, and Africa.

Mr. McElhaney earned his B.S. in Occupational Safety and Health Management from Slippery Rock University of Pennsylvania in 1992. He has also earned his M.S. in Safety Science from West Virginia University in 2011. His professional designations include, Certified Safety Professional (CSP) and Construction Risk Insurance Professional (CRIS).

With over 30 years of diverse safety experience, Mr. McElhaney’s expertise includes an extensive knowledge in heavy civil construction, general industry, and MSHA. Areas of concentration include cranes, fall protection, confined spaces, safety training, scaffolding, and global safety program development. He is also an authorized safety trainer for OSHA, MSHA, and PEC Safeland. Mr. McElhaney has been an active member in American Society of Safety Professionals since 1990.

James Young

Senior Director, Congressional Relations, HR, Labor and Safety - Associated General Contractors

Mr. James Young is the Senior Director of Congressional Relations for Labor, HR and Safety for the Associated General Contractors of America (AGC). In this role, he works directly with members of the U.S. Congress, AGC members and press on a multitude of issues that directly affect the construction industry. Previously, Mr. Young worked for Direct Impact, a grassroots firm in Washington and Democracy Data and Communications which provide a comprehensive array of grassroots and political action solutions. Mr. Young began his career on Capitol Hill working for Congressman Benjamin Gilman (NY).

James graduated from the College of Charleston, Charleston, SC and lives in Alexandria, VA with his wife and two daughters.
